AOCs don't count- The AOC is a oc that can be use in different animes, stories, shows and books. Their background can be change just a bit to fit into each thing.
Another thing this is for Naruto ocs only! Okay, don't use this for bleach or avatar or what ever. This was use from facts on the Manga and Anime of Naruto with some common sense.
